Dyed woven fabric of synthetic staple fibres mixed with wool
HSN 5515 13 30 (Dyed woven fabric of synthetic staple fibres mixed with wool or fine animal hair) is subject to import policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, is mandatory to certify absence of prohibited hazardous azo dyes.

- 2If the origin country is not among the azo-dye-testing-exempt jurisdictions (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom), ensure the PSIC specifically covers testing for the presence of prohibited azo dyes. The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all PSIC requirements. The exemption applies solely to the azo-dye testing component; the underlying obligation to produce a PSIC or valid test report from an accredited laboratory covering other prohibited hazardous dyes remains in force for all origins including the exempt countries. Presenting only a Certificate of Origin or a generic quality certificate at the bill of entry is insufficient and will attract detention.
