A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all PSIC requirements. The exemption applies solely to the azo-dye testing component; the underlying obligation to produce a PSIC or valid test report from an accredited laboratory covering other prohibited hazardous dyes remains in force for all origins including the exempt countries. Presenting only a Certificate of Origin or a generic quality certificate at the bill of entry is insufficient and will attract detention.
