The exemption from azo-dye testing applies only to the nine listed countries and is not a blanket waiver for all developed-market origins — imports from the United States, Switzerland, Turkey, China, and all other origins not on the list require a PSIC regardless of the exporter's reputation or the fabric's end-use. Presenting a general conformity declaration in lieu of a PSIC from an accredited laboratory does not satisfy General Note 10 and will result in consignment detention.
