Unbleached woven fabrics of synthetic staple fibres mixed with wool
HSN 5515 13 10 (Unbleached) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempted country list must be accompanied by a valid test report from an accredited laboratory of the exporting country or a Textile Committee or CSRTI laboratory.

The exemption from azo-dye testing applies only to the nine listed countries and is not a blanket waiver for all developed-market origins — imports from the United States, Switzerland, Turkey, China, and all other origins not on the list require a PSIC regardless of the exporter's reputation or the fabric's end-use. Presenting a general conformity declaration in lieu of a PSIC from an accredited laboratory does not satisfy General Note 10 and will result in consignment detention.
