Woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 12 90 (woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for imports from most origins.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption extends beyond the nine listed countries. Imports from any origin not expressly named — including countries with otherwise liberal trade relationships with India — require the full PSIC; customs officers verify the country of origin against the exemption list at the bill of entry, and a missing certificate results in consignment detention rather than a post-clearance rectification opportunity.
