Dyed woven fabrics of synthetic staple fibres mixed with man-made filaments
HSN 5515 12 30 (Dyed woven fabrics of synthetic staple fibres mixed mainly or solely with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption list is exhaustive of all PSIC obligations: the exemption covers azo-dye testing only, not the full suite of prohibited hazardous dye tests. An importer sourcing from an exempt country who presents no PSIC at all — on the mistaken basis that no testing is required — will face consignment detention, as the certificate covering non-azo prohibited dyes remains mandatory regardless of origin.
