Woven fabrics of synthetic staple fibres mixed with viscose rayon
HSN 5515 11 90 (woven fabrics of synthetic staple fibres mixed mainly or solely with viscose rayon staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for all origins except specified exempt countries.

The most common error on this tariff line is assuming the azo-dye testing exemption is broader than its listed nine origins. A supplier from any country not explicitly named — including major textile exporters such as China, Bangladesh, or Vietnam — must provide a PSIC from an accredited laboratory; absence of that certificate at the bill of entry will result in consignment detention pending re-inspection or re-export at the importer's cost.
