Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before shipment. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the time of filing the bill of entry. Customs officers verify the mandatory document upload before granting out-of-charge; consignments from non-exempt origins filed without the PSIC are liable to detention.

A word of counsel

The most common error on this tariff line is assuming that azo-dye test exemption for listed countries extends to all parameters of the PSIC — it does not. The exemption covers azo-dye testing only; a PSIC confirming fabric composition and absence of other prohibited hazardous substances remains required even for EU, Serbian, or Japanese-origin consignments. Filing without any PSIC from an exempt origin is technically compliant only on the azo-dye component, and customs officers may still detain the consignment if no inspection documentation whatsoever accompanies the bill of entry.
