Printed woven fabrics of synthetic and viscose rayon staple fibres
HSN 5515 11 40 (Printed woven fabric mixed mainly or solely with viscose rayon staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10. Azo-dye testing is exempted for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most common error on this tariff line is assuming that azo-dye test exemption for listed countries extends to all parameters of the PSIC — it does not. The exemption covers azo-dye testing only; a PSIC confirming fabric composition and absence of other prohibited hazardous substances remains required even for EU, Serbian, or Japanese-origin consignments. Filing without any PSIC from an exempt origin is technically compliant only on the azo-dye component, and customs officers may still detain the consignment if no inspection documentation whatsoever accompanies the bill of entry.
