Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped. Upload this document at the bill of entry stage.

  2. 2
Verify whether the country of origin qualifies for azo-dye testing exemption. Testing for azo dyes is waived only for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom; all other origins must furnish the PSIC without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption is broad when it is tightly country-specific. A PSIC omitted on the grounds of presumed exemption for an origin that does not appear on the nine-country list results in consignment detention at the port of entry; the exemption list is exhaustive and no equivalence claim from a non-listed country is accepted at the bill of entry.
