Dyed woven fabrics of synthetic and viscose rayon staple fibres
HSN 5515 11 30 (Dyed woven fabrics mixed mainly or solely with viscose rayon staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming the azo-dye testing exemption is broad when it is tightly country-specific. A PSIC omitted on the grounds of presumed exemption for an origin that does not appear on the nine-country list results in consignment detention at the port of entry; the exemption list is exhaustive and no equivalence claim from a non-listed country is accepted at the bill of entry.
