Unbleached woven fabrics of synthetic and viscose rayon staple fibres
HSN 5515 11 10 (Unbleached woven fabrics mixed mainly or solely with viscose rayon staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Import of textile and textile articles requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes, except for consignments originating from specified exempt countries under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins because the product is a straightforward unbleached fabric. The exemption is country-specific and exhaustively listed; consignments from any country not named in General Note 10 — including major textile exporters such as China, Bangladesh, or Vietnam — require a PSIC from an accredited laboratory, and arrival without one exposes the consignment to detention and demurrage pending retesting.
