A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption is broader than the nine listed countries. Origin must be confirmed against the bill of lading and certificate of origin before shipment; a consignment from a non-exempt country arriving without a valid PSIC or TC/CSRTI test report is subject to detention at the port of entry and cannot be cleared until conforming documentation is produced — retrospective testing after arrival is not a recognised substitute under General Note 10.
