The most common error on this tariff line is assuming that the azo-dye exemption for nine listed countries eliminates the PSIC requirement altogether. The exemption applies only to azo-dye testing; the PSIC for other prohibited hazardous substances remains mandatory regardless of origin. Presenting a test report that omits non-azo hazardous dye parameters will result in consignment detention pending a compliant certificate.
