The most common error on this tariff line is assuming the azo-dye testing exemption is broader than it is: the exemption covers nine named origins only, and a PSIC is mandatory for every other country of export without exception. Presenting a certificate from a non-accredited laboratory — or a test report that predates the shipment — will result in consignment detention at the port of import pending fresh certification, accruing demurrage and ground rent throughout.
