The single most common error on this tariff line is assuming the azo-dye exemption applies on the basis of an EU-headquartered supplier when the fabric is manufactured and shipped from a third country not on the exemption list. The exemption attaches to the country of export — the origin of shipment — not to the nationality of the trading company. A missing or invalid PSIC at the bill of entry results in consignment detention pending document regularisation.
