Bleached woven fabrics of synthetic staple fibres mixed with cotton
HSN 5514 19 20 (Bleached woven fabrics of synthetic staple fibres mixed mainly or solely with cotton, exceeding 170 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Import of textile and textile articles requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes, with a country-specific exemption under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the product originates in a major textile-exporting country. The exemption covers only the nine listed jurisdictions; imports from Bangladesh, China, Vietnam, Indonesia, and all other origins require a PSIC from an accredited laboratory regardless of the supplier's certification claims. Presenting a supplier's in-house test report in place of an accredited-laboratory certificate does not satisfy the General Note 10 requirement and will result in consignment detention.
