Unbleached woven fabrics of synthetic staple fibres mixed with cotton
HSN 5514 19 10 (Unbleached woven fabrics of synthetic staple fibres mixed mainly or solely with cotton, weight exceeding 170 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is required under General Note 10 of the ITC (HS) policy, with a country-specific exemption for nine named origins.

The most common error on this tariff line is assuming the nine-country azo-dye exemption applies to any consignment routed through or transshipped via an exempt country. The exemption is tied to the country of origin, not the port of shipment or the country of export; a consignment of Chinese-origin fabric shipped via a European port does not qualify for the exemption and will be detained pending a valid azo-dye test report.
