The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing negates all PSIC requirements. The exemption covers azo-dye testing only; compliance with General Note 10 for other composition and quality parameters remains applicable even for imports from exempt origins, and a consignment arriving without any documentation is detained at the port of import until the certificate is produced.
