Bleached
Bleached woven fabrics of synthetic staple fibres mixed with cotton
HSN 5513 19 20 (Bleached woven fabrics, synthetic staple fibres mixed with cotton, ≤170 g/m²) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is required for imports from most origins, with a country-specific exemption list.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying absence of prohibited hazardous azo dyes before dispatch. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the Pre-Shipment Inspection Certificate or valid azo-dye test report in e-Sanchit at the bill of entry stage. Consignments from exempt countries must still document the origin clearly at the bill of entry to claim the azo-dye testing exemption.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption is blanket — it applies only to the nine listed countries (EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, United Kingdom). Imports from any other origin without a valid Pre-Shipment Inspection Certificate are liable to detention and refusal of out-of-charge at the bill of entry, irrespective of the consignee's prior import history.
