HSN 5513 19 10 (Unbleached woven fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the azo-dye testing exemption for named countries extends to transshipment or re-export origins. The exemption is tied to the country of manufacture, not the country of despatch; a consignment manufactured outside the nine exempt countries but shipped via, say, a Singapore hub attracts the full PSIC requirement. Presenting an origin certificate from a transit country rather than the manufacturing country will result in consignment detention pending a conforming PSIC.
