Woven fabrics of synthetic staple fibres, 85% or more by weight
HSN 5512 99 90 (woven fabrics of synthetic staple fibres) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all established trading partners. The exemption is an exhaustive list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only — and importers sourcing from China, Bangladesh, Vietnam, or any other origin not on that list who arrive without a PSIC face consignment detention at the port of entry pending production of a compliant test report.
