A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption is narrowly confined to nine listed countries; a consignment from any unlisted origin arriving without a PSIC covering azo-dye absence will be detained at the port of import pending documentary compliance, attracting demurrage and ground rent. Even for exempt origins, the PSIC covering other prohibited hazardous dyes under General Note 10 remains required.
