Bleached woven fabrics of synthetic staple fibres
HSN 5512 91 20 (Bleached woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement to certify absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing obligation applies to all exporting countries except a named set of nine jurisdictions per DGFT Public Notice 14/2023 dated 14-06-2023.

The exemption from azo-dye testing is country-of-origin-specific, not product-specific: a consignment of bleached synthetic woven fabric transshipped through an exempt country but manufactured in a non-exempt origin does not qualify for the waiver. Customs officers verify the certificate of origin against the test-exemption list at the bill-of-entry stage; a mismatch results in consignment detention pending production of the laboratory test report.
