The most common error on this tariff line is assuming the azo-dye testing exemption applies to all trading-country origins. The exemption is limited to nine named countries, and a PSIC that omits azo-dye analysis — or one issued by a non-accredited laboratory — will fail customs verification, resulting in consignment detention pending a fresh test report. Even for exempt origins, the PSIC or test report must cover all other prohibited hazardous dyes listed under General Note 10.
