The most common error on this tariff line is assuming the azo-dye testing exemption extends to all trading partners once a consignment transits through or is invoiced from an exempt country. The exemption applies only to goods actually originating in the nine listed countries; a consignment originating elsewhere but routed through an exempt country remains subject to the full Pre-Shipment Inspection Certificate requirement, and submission of a deficient or absent test report at the bill of entry will result in consignment detention pending DGFT-policy resolution.
