Woven fabrics of synthetic staple fibres, 85% or more by weight
HSN 5512 19 90 covers woven fabrics of synthetic staple fibres (other than of polyester) containing 85% or more by weight of synthetic staple fibres, subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy.

The azo-dye testing exemption is origin-specific and narrow: it covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only. Importers sourcing from any other country — including countries with bilateral trade arrangements — must furnish a PSIC or accredited test report regardless of supplier assurances. Presenting a commercial Certificate of Analysis in lieu of an accredited PSIC is a common ground for consignment detention under General Note 10.
