The azo-dye testing exemption is origin-specific and narrow: it covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only. Importers sourcing from any other country — including countries with bilateral trade arrangements — must furnish a PSIC or accredited test report regardless of supplier assurances. Presenting a commercial Certificate of Analysis in lieu of an accredited PSIC is a common ground for consignment detention under General Note 10.
