HSN 5512 11 20 (Bleached woven fabrics of synthetic staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporting supplier is based in a major textile-manufacturing economy. The exemption is limited to the nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and an origin outside that list without a PSIC will result in consignment detention and potential re-export at the importer's cost.
