Yarn of artificial staple fibres put up for retail sale
HSN 5511 30 90 (yarn of artificial staple fibres, put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption extends to all countries simply because the supplier is a well-known exporter. The exemption is country-specific and exhaustive: any origin not listed in General Note 10 requires a PSIC or TC/CSRTI test report regardless of the exporter's international certifications. A missing or invalid PSIC from a non-exempt origin results in consignment detention at the port pending documentary rectification.
