HSN 5511 30 10 (yarn of artificial staple fibres put up for retail sale, containing more than 85% by weight of staple fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for all origins except specified exempt countries.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries covers all compliance under General Note 10. The PSIC exemption is limited strictly to the nine listed countries; importers sourcing from any other origin — including origins that re-export through an exempt country — must present a conforming PSIC or TC/CSRTI test report, and a missing or non-accredited certificate results in consignment detention at the port of import pending re-examination.
