Artificial staple fibre yarn, other mixed or blended
HSN 5510 90 90 (Other yarn of artificial staple fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering hazardous azo-dye absence under General Note 10 of the ITC (HS) policy. No additional sectoral PGA licence applies, but the PSIC obligation applies to all origins except the nine exempt countries.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries eliminates the PSIC requirement entirely. General Note 10 waives only the azo-dye test for those nine origins; the underlying PSIC from an accredited laboratory covering other prohibited hazardous dyes and textile parameters remains mandatory for every consignment. Presenting a bill of entry without a valid PSIC — regardless of origin — exposes the consignment to detention and ground rent at the port of import.
