The most common error on this tariff line is assuming the azo-dye exemption for listed countries eliminates the PSIC requirement entirely. General Note 10 waives only the azo-dye test for those nine origins; the underlying PSIC from an accredited laboratory covering other prohibited hazardous dyes and textile parameters remains mandatory for every consignment. Presenting a bill of entry without a valid PSIC — regardless of origin — exposes the consignment to detention and ground rent at the port of import.
