The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extinguishes the PSIC requirement entirely. The exemption covers azo-dye testing only; a test report or PSIC addressing other prohibited hazardous dyes remains required regardless of origin. Presenting a certificate that covers only azo dyes without addressing the full hazardous-dye panel will trigger detention at customs examination.
