The most common error on this tariff line is assuming that a test report obtained from an in-house or non-accredited facility satisfies the PSIC requirement. General Note 10 specifies an accredited laboratory of the exporting country or a TC/CSRTI test report — a certificate from an unaccredited source will be rejected by the proper officer at the bill of entry, triggering consignment detention and demurrage. The exemption list is country-specific; a yarn transshipped through an exempt country does not acquire exempt-origin status.
