Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry for all origins not covered by the exempted-country list.

  2. 2
Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must present the PSIC or valid TC/CSRTI test report before customs out-of-charge.

A word of counsel

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all testing requirements — the PSIC covers hazardous-dye absence broadly, and the country exemption applies only to the azo-dye component of that test. Shipments from non-exempt origins arriving without a valid PSIC or TC/CSRTI test report are detained at the port of entry and will not receive out-of-charge until the documentation is produced, accumulating demurrage and ground rent.

Frequently asked
Does HSN 5510 30 90 require BIS certification?
No, yarn of artificial staple fibres is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement for hazardous azo-dye absence under General Note 10.
Which countries are exempt from the azo-dye testing requirement for this tariff line?
Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; a PSIC or valid TC/CSRTI test report remains required for all other origins per DGFT Public Notice 14/2023 dated 14-06-2023.
Is a test report from the Textile Committee an acceptable substitute for the PSIC?
Yes. A valid test report from a Textile Committee (TC) or CSRTI laboratory certifying absence of prohibited hazardous dyes is accepted as an alternative to the accredited-laboratory PSIC under General Note 10 of the ITC (HS) policy.
