Artificial staple fibre yarn mixed mainly with cotton
HSN 5510 30 90 (Other yarn of artificial staple fibres mixed mainly or solely with cotton) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule I. A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, with country-specific exemptions applying.

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all testing requirements — the PSIC covers hazardous-dye absence broadly, and the country exemption applies only to the azo-dye component of that test. Shipments from non-exempt origins arriving without a valid PSIC or TC/CSRTI test report are detained at the port of entry and will not receive out-of-charge until the documentation is produced, accumulating demurrage and ground rent.
