Acetate rayon spun yarn
Acetate rayon spun yarn mixed mainly with cotton
HSN 5510 30 20 (Acetate rayon spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Consignments from origins outside the specified exempt countries must furnish a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the exporting country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; confirm the origin in the bill of entry. For all other origins, the PSIC or test report is mandatory and must be uploaded in e-Sanchit before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies broadly to any developed-country origin. The exemption is limited to the nine named countries; a consignment from, for example, China, Bangladesh, or Turkey without a valid PSIC or TC/CSRTI test report will be detained at the port of import pending documentary compliance, with demurrage and ground rent accruing until the deficiency is remedied.
