A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies broadly to any developed-country origin. The exemption is limited to the nine named countries; a consignment from, for example, China, Bangladesh, or Turkey without a valid PSIC or TC/CSRTI test report will be detained at the port of import pending documentary compliance, with demurrage and ground rent accruing until the deficiency is remedied.

Which countries are exempt from the azo-dye PSIC requirement for this tariff line?
Per DGFT Public Notice 14/2023 dated 14-06-2023, the exemption applies to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; all other origins must submit a PSIC or valid TC/CSRTI test report.
