Viscose rayon spun yarn
Viscose rayon spun yarn mixed mainly with cotton
HSN 5510 30 10 (Viscose rayon spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) 2022. The PSIC requirement applies to all origins except the nine listed exempt countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory in the exporting country, or a valid test report from the Textile Committee (TC) or Central Silk and Rayon Textile Research Institute (CSRTI), certifying the absence of prohibited hazardous dyes. This document must be available at the bill-of-entry stage for customs verification.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption. The exemption covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; consignments from all other origins must present a PSIC or valid test report confirming azo-dye absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that an origin-country exemption from azo-dye testing dispenses with the PSIC entirely. The exemption covers only the presence-of-azo-dyes test; the PSIC requirement for other prohibited hazardous dyes under General Note 10 still applies regardless of origin. A bill of entry filed without a compliant PSIC or valid TC/CSRTI test report will be detained at port pending documentary completion.
