Artificial staple fibre yarn mixed with wool or fine animal hair
HSN 5510 20 90 (artificial staple fibre yarn mixed mainly or solely with wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy. All textile imports must be accompanied by a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI confirming the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporting country has a well-regulated textile industry. The exemption is limited to the nine named jurisdictions; a consignment from any other origin arriving without a valid PSIC or TC/CSRTI test report will be detained at port, and retrospective procurement of the certificate after arrival does not satisfy the pre-shipment requirement.
