HSN 5510 20 10 (Viscose rayon spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption is wider than it is: only the nine named countries qualify, and an importer relying on a Certificate of Origin from a non-listed country without a PSIC will face consignment detention at the port of entry. A valid test report from TC or CSRTI satisfies the requirement in the absence of a foreign accredited-lab certificate, but the document must be uploaded before out-of-charge is granted.
