The most common error on this tariff line is assuming the azo-dye exemption extends to any country with a broadly recognised textile-testing infrastructure. The exemption is an exhaustive nine-country list; a consignment from a country not on that list — including major yarn-exporting nations in Asia — requires a PSIC regardless of the exporter's internal quality controls. Presenting a manufacturer's internal test report in lieu of an accredited-laboratory PSIC will not satisfy General Note 10 and will result in consignment detention pending re-inspection.
