HSN 5510 12 20 (Acetate rayon spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 to confirm the absence of prohibited hazardous azo dyes. The PSIC must originate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming the azo-dye testing exemption applies to any origin with developed-country trade credentials. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and a PSIC absent for any origin outside that list results in consignment detention at the port of import pending a compliant test report, with demurrage accruing throughout.
