HSN 5510 12 10 (Viscose rayon spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption applies to all composition or quality parameters: the exemption is strictly confined to testing for prohibited azo dyes and covers only the nine notified countries. Importers sourcing from non-exempt origins who present a test report that was issued after shipment — rather than a pre-shipment certificate — face consignment detention and potential re-export, as the PSIC must precede the date of lading.
