Single yarn of artificial staple fibres, not retail packed
HSN 5510 11 90 (single yarn of artificial staple fibres, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the country of export is not among the nine exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or United Kingdom — ensure the azo-dye test is conducted without exception. Upload the PSIC or test report in e-Sanchit before filing the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends to all major textile-exporting nations. The nine exempt origins are exhaustive — imports from China, Bangladesh, Vietnam, or any country not named in General Note 10 must carry a PSIC from an accredited laboratory; a consignment arriving without one is detained at port pending fresh testing, incurring demurrage and ground rent that typically exceed the cost of pre-shipment compliance.
