The most common error on this tariff line is assuming the azo-dye exemption applies to the country of manufacture rather than the country of export. An acetate rayon yarn manufactured in a non-exempt country but transshipped through an exempt jurisdiction does not qualify for the testing waiver; the PSIC must reflect the actual manufacturing origin.
