The most common error on this tariff line is assuming that any PSIC covering textile composition satisfies General Note 10 — the certificate must specifically certify absence of prohibited hazardous azo dyes, and a generic fibre-composition test report will not suffice. Consignments arriving without a compliant azo-dye certificate from a non-exempt origin are detained at the port of entry pending correct documentation, attracting demurrage and ground rent during the pendency period.
