Compliance steps
  1. 1

  2. 2
Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry. Note that the azo-dye testing exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must furnish a compliant PSIC.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption is limited to nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and a PSIC from any other origin country is non-negotiable. Consignments arriving without a compliant PSIC or valid TC/CSRTI test report are liable to detention pending verification, with accruing demurrage and ground rent at the port.

Frequently asked
Does HSN 5509 99 90 require BIS certification?
No, synthetic staple fibre yarn of this residual sub-heading is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally through the azo-dye PSIC requirement under General Note 10.
Is a test report from the Textile Committee equivalent to a Pre-Shipment Inspection Certificate for this HSN?
Yes. A valid test report from a Textile Committee (TC) or CSRTI laboratory is accepted as an alternative to a PSIC from an accredited laboratory of the exporting country, per General Note 10 of the ITC (HS) policy and DGFT Public Notice 14/2023.
Does the azo-dye exemption cover all products from exempt-origin countries?
The exemption covers only the testing for azo-dye presence; compliance with all other PSIC parameters and the General Note 10 requirements for hazardous dye absence remains mandatory even for consignments from the nine exempt-origin jurisdictions.
