Synthetic staple fibre yarn, not for retail sale
HSN 5509 99 90 (Other synthetic staple fibre yarn not put up for retail sale) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins. The exemption is limited to nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and a PSIC from any other origin country is non-negotiable. Consignments arriving without a compliant PSIC or valid TC/CSRTI test report are liable to detention pending verification, with accruing demurrage and ground rent at the port.
