Synthetic staple fibre yarn, other blended and mixed types
HSN 5509 69 00 (synthetic staple fibre yarn, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate for hazardous-dye absence under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that a PSIC obtained for a related synthetic yarn HSN under the same shipment satisfies the requirement for HSN 5509 69 00. Each CTI requires its own conforming test report referencing the correct product description; a generic or cross-referenced certificate is routinely rejected at the bill-of-entry stage, resulting in consignment detention until a fresh PSIC is produced.
