Synthetic staple fibre yarn mixed mainly with cotton
HSN 5509 62 00 (Mixed mainly or solely with cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The exemption from azo-dye testing is country-specific and not product-specific: imports from the nine listed countries are exempt from the azo-dye PSIC only, not from all pre-shipment inspection requirements. Importers sourcing from unlisted origins — including most Asian and African textile-producing countries — who ship without a PSIC face consignment detention at the Indian port of entry, with demurrage and ground rent accruing until a conforming test report is produced or the consignment is re-exported.
