The most common error on this tariff line is assuming that country-of-manufacture exemption extends to yarn transhipped through an exempt country. The azo-dye testing exemption applies to the country of origin as declared on the bill of entry, not the country of shipment; consignments originating in non-exempt countries but routed via an exempt hub remain subject to the full PSIC requirement, and a missing certificate at the bill-of-entry stage will result in consignment detention pending documentary compliance.
