HSN 5509 59 00 (Other synthetic staple fibre yarn not put up for retail sale) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which imposes a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The most frequent error on this tariff line is assuming that a generic certificate of conformity or a supplier's self-declaration satisfies the PSIC requirement. The PSIC must come from an accredited laboratory of the exporting country or a recognised TC/CSRTI test report — a self-issued declaration is not accepted and will result in consignment detention at the port of import pending production of compliant documentation.
