Multiple or cabled yarn of synthetic staple fibres, not retail
HSN 5509 42 90 (multiple or cabled synthetic staple fibre yarn, not put up for retail sale) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for all origins except designated exempt countries.

The most frequent error on this tariff line is assuming the country-of-origin exemption covers all textile testing requirements — it does not. The azo-dye exemption applies solely to testing for prohibited azo dyes; a PSIC covering composition and other hazardous-substance parameters may still be required under General Note 10. Consignments arriving without a valid PSIC or test report from a non-exempt origin are detained at the port of import and attract ground rent until the deficiency is remedied.
