HSN 5509 42 10 (Polypropylene spun yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) Policy. The PSIC must confirm absence of prohibited hazardous azo dyes, and the requirement applies to all exporting countries except a defined list of nine exempted origins.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to all parameters of the PSIC. The exemption covers only the azo-dye test and only for the nine listed countries; the PSIC for other hazardous dyes and composition parameters remains mandatory for every origin. Uploading an incomplete or lab-unaccredited test report delays out-of-charge and can result in consignment detention pending re-testing.
