  2. 2
Verify whether the exporting country is among the nine exempt origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — before relying on a testing exemption. Importers from all other origins must upload the PSIC or valid test report in e-Sanchit prior to out-of-charge.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins or to all parameters of the PSIC. The exemption covers only the azo-dye test and only for the nine listed countries; the PSIC for other hazardous dyes and composition parameters remains mandatory for every origin. Uploading an incomplete or lab-unaccredited test report delays out-of-charge and can result in consignment detention pending re-testing.
