Single yarn of synthetic staple fibres, not retail packed
HSN 5509 41 90 (single yarn of synthetic staple fibres, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming that origin from a major textile-exporting country automatically satisfies the azo-dye exemption. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only — and importers sourcing from other origins, including large textile producers not on that list, must present a PSIC or a valid TC/CSRTI test report at the bill of entry or face consignment detention.
