The most common error on this tariff line is assuming that origin from an azo-dye-exempt country (such as the EU or Japan) dispenses with the PSIC requirement entirely. The azo-dye exemption is scope-limited: it covers only the azo-dye component of the testing mandate, and a PSIC certifying compliance with the remaining prohibited hazardous dye parameters under General Note 10 must still be presented at the bill of entry.
