The most common error on this tariff line is assuming the azo-dye exemption for listed countries dispenses with all pre-shipment documentation. The exemption covers azo-dye testing specifically; it does not waive the requirement to confirm absence of other prohibited hazardous dyes, and a bill of entry filed without any inspection certificate from a non-exempt origin will be detained pending PSIC production, attracting demurrage and ground rent.
